Building Renovation Passports (BRP): Coming in 2027
A Building Renovation Passport is a property-specific, long-term roadmap for improving a building's energy efficiency through carefully planned retrofit measures. Michael McNeill is preparing to offer this service as BRPs are developed in Ireland. It is not yet available to book.
How a BRP differs from a BER

Outlines how that property can be improved over time, through a planned sequence of upgrades.
What's Included in a Building Renovation Passport?
A tailored assessment of the building's energy improvement opportunities.
A step-by-step renovation roadmap.
Recommendations on the appropriate order of retrofit measures.
Indicative costs and expected energy performance improvements, where available.
Guidance towards achieving a highly energy-efficient, ultimately zero-emission building.
BRPs, the EU EPBD and Ireland
The EU's revised Energy Performance of Buildings Directive (EPBD) requires member states to introduce renovation passport schemes, giving homeowners a clear, staged route to deeper energy upgrades. Building Renovation Passports are currently being developed in Ireland, including through pilot training for assessors. A national scheme is not yet operational, and details such as launch timing and requirements are still to be confirmed.
Specialist Training in Building Renovation Passports
Michael McNeill has successfully completed the Domestic Building Renovation Passport (BRP) Pilot Training Programme with Chevron College in June 2026, demonstrating the required competency standard in this emerging area of building energy renovation planning.
BER Assessment and Retrofit Advice Today
Until BRPs become available, a BER assessment and its advisory report remain a practical starting point for home energy retrofit planning. Learn what your rating means in our BER rating guide.
